Workshop sur les « critères de sélection de partenaires »

le mercredi 30 mai de 18h à 20h30  à la Maison-mère des Sœurs franciscaines

Durant ce workshop quelques ONG nous présenteront leurs exemples de critères existants avant de réaliser un travail collectif de réflexion qui sera animé par un animateur externe.

Le résultat de cette réflexion servira pour la suite de la consultation, notamment une publication du Cercle sur la mise en œuvre des lignes directrices.

Agriculture et climat sont indissolublement liés: quelles en sont les conséquences pour les paysans du Sud? En quoi l’agriculture intensive est-elle responsable des changements climatiques?

A l’approche du sommet de Rio, Paul Ibrahima Thiao, agriculteur sénégalais, membre de la Fédération des ONG du Sénégal (FONGS) dont il est l’ « expert climatique », témoignera des conséquences mais aussi des stratégies de luttes et de mobilisation paysannes face aux changements climatiques, et relaiera les revendications des paysans des pays en développement…

Porte-voix des paysans africains dans les conférences internationales, il fera le point sur les négociations et répondra à vos questions.

La communauté internationale ayant reconnu en 2008 que les organisations de la société civile étaient des acteurs indépendants et de plein droit du développement, le mandat de trois ans confié au Forum ouvert consistait à mener une vaste consultation auprès d’OSC de toutes les régions du monde afin de dégager un consensus autour :

• des principes relatifs à l’efficacité de la contribution des OSC au développement ;

• des conseils pour la mise en application de ces principes ;

• des conditions propices que les gouvernements et les donateurs doivent mettre en place pour per- mettre aux OSC de remplir et de renforcer leurs missions particulières dans le développement.

Cette démarche a abouti au Cadre international pour l’efficacité de la contribution des OSC au dévelop- pement, qui couvre ces trois aspects et qui dégage quelques pistes pour la poursuite du dialogue de la société civile autour de la mise en oeuvre, du suivi et du plaidoyer de ce Cadre. Compte tenu de la por- tée globale et de la nature totalement participative du Forum ouvert, les normes de développement qui figurent dans le Cadre international constituent un référentiel légitime pour les OSC du monde entier.

Pour faciliter son utilisation par les OSC, le Cadre international s’accompagne de deux guides : le présent Guide de mise en oeuvre qui consolide les apports des OSC au Forum ouvert afin de les aider et de les conseiller dans la mise en application des Principes d’Istanbul, et un Guide de plaidoyer qui entend aider et conseiller les OSC dans l’utilisation des messages du Cadre international à des fins de plaidoyer, pour obtenir des conditions plus propices à leur action au plan national et régional.

Afin de préparer  la mise en œuvre des lignes directrices définies sous le thème du partenariat équitable et solidaire, le Cercle propose aux ONG membres un séminaire intitulé « Comprendre les partenariats Nord-Sud ».
Le séminaire s’articulera autour des contenus de la formation « les approches du partenariat Nord-Sud » du CIEDEL(Centre International d’Etudes pour le Développement Local – Université Catholique de Lyon) .

Catherine Delhaye, Chargée d’études, de mission et de formation au CIEDEL  jouera de le rôle de formatrice / moderatrice.

Les objectifs de ce séminaire sont les suivants

·      Le premier objectif de ce séminaire sera de nous permettre de cerner de plus près les concepts et réalités qui se cachent derrière le terme « partenariat ».

·      Le deuxième objectif sera de nous familiariser avec quelques outils d’analyse et d’aide à la décision qui pourraient trouver leur application dans la gestion « au quotidien » des partenariats.

·      Enfin les participants, accompagnés par la formatrice, tacheront de définir comment les acquis de cette formation peuvent contribuer à la mise en pratique des lignes directrices concernant les «partenariats équitables et solidaires », définies en 2011.

Istanbul, March 23—Delegates to the first Global Human Development Forum today unanimously adopted an “Istanbul Declaration” calling on the world community to take bold action against global social inequities and environmental deterioration at the UN Conference on Sustainable Development in Rio this June.

“It is time to reset the global development agenda,” the Istanbul Declaration states. “The world needs a renewed commitment to sustainable development and strong political leadership to implement it.”

The Istanbul Declaration was adopted by consensus at the conclusion of the two-day Global Human Development Forum, a gathering of more than 200 leading development experts, civil society activists, government ministers, private sector representatives and UN officials from all regions of the world.

The Forum was organized by UNDP’s Human Development Report Office and Bureau of Development Policy in partnership with the Government of Turkey’s Ministry of Development.

Today’s Istanbul Declaration was supported by the Government of Turkey as a key contribution to the UN debates and discussions leading up to the Rio + 20 conference in June. Negotiations on the conference agenda and proposed resolutions resumed this week at UN headquarters in New York.

The Declaration stresses the need for global and national development strategies to put “strong emphasis on social inclusion, social protection, and equity, in recognition of the fact that economic development has too often gone hand in hand with environmental degradation and increased inequality.”

Achieving those goals will require better-coordinated “mobilization of global capital and local resources,” good governance on the local and global level, and full empowerment of women “through access to education, health care, basic services and their participation in the labour force,” the Declaration says.

“I hope that this Forum will help establish new partnerships across sectors, and that you will take these discussions and this Declaration home to capture the imagination and interest of a much broader audience,” UNDP Associate Administrator Rebeca Grynspan told Forum participants.

The Declaration endorses the recommendations of the Secretary-General’s High-Level Panel on Global Sustainability and UNDP’s 2011 Human Development Report on Sustainability and Equity, and stresses “the need to maintain progress towards meeting the Millennium Development Goals in 2015, while building a consensus for a new post-2015 global framework that:

Is universal in character, with relevance for all nations;
Reflects the entirety of the sustainable development agenda, including the continuing importance of reducing poverty and inequalityparticularly for the least developed countries;
Addresses all three dimensions of sustainable development (social, economic and environmental), and their interconnections; and
Is based on measurable indicators that can promote effective monitoring of progress and response to challenges.”
In a personal message to Forum participants, UN Secretary-General Ban Ki-moon said: “Sustainable development recognizes that our economic, social and environmental objectives are not competing goals that must be traded off against each other, but are interconnected objectives that are most effectively pursued together in a holistic manner. We need an outcome from Rio+20 that reflect this understanding and that relates to the concerns of all.”

More than 120 heads of state and government have confirmed their participation in the Rio conference, making it one of the largest such gatherings of world leaders in recent times.

“The most important question that needs to be decided is, are we going to advance and develop economically for now, or are we going to focus on sustainable development while considering future generations?” Turkish Deputy Prime Minister Ali Babacan, a member of the Secretary-General’s High-Level Panel of Global Sustainability, said at the Forum. “As long as development and the economy do not progress at the same pace, it is difficult to achieve prosperity.”

Government and civil society leaders from developing countries have strongly urged that the Rio conference address not only ecological threats such as climate change and pollution, but place equal emphasis on such critical social concerns as hunger, preventable disease and endemic poverty. The 2011 Human Development Report, cited in the Declaration and analyzed in depth at this week’s Forum, argued that simultaneous progress on both fronts is essential. The 2011 Report showed that reducing social and economic inequalities within and among nations should help reduce environmental risks, while a failure to slow environmental deterioration will further widen social and economic inequalities around the world.

“This is also a matter of intergenerational equity,” said Khalid Malik, director of UNDP’s Human Development Report Office. “What we do today as a world community will determine what kind of societies and environment will be inherited by those who come after us, and their opportunities for further human development should not be restricted by our failure to make the right policy choices now.”

The Human Development Report has pioneered new approaches to measuring development since its introduction of the Human Development Index more than two decades ago, and participants at the Global Human Development Forum stressed the importance of continuing innovation in this area, at the Rio + 20 conference and beyond.

“We manage what we measureand, in turn, what we measure affects what we do,” the Istanbul Declaration stated. “It is therefore vital that we measure progress towards sustainable development in a more comprehensive manner. Measures are required that go beyond GDP to capture a fuller picture of human development, and emphasize sustainable and equitable outcomes. We urge greater support for the work underway around the world, in the United Nations and elsewhere, to design and use more appropriate measures of progress, and for countries and communities to collect data accordingly.”

Commented Thakur Singh Powdyel, Bhutan’s Education Minister, who introduced the Declaration for adoption at the Forum today: “What we measure is what we value. We can’t steer a course without a reliable compass.”
Among other featured speakers at the Global Human Development Forum were Tarja Halonen, the former President of Finland; Kandeh K. Yumkella, Director-General, United Nations Industrial Development Organization; Brian Atwood, Chair, OECD Development Assistance Committee; Gunilla Carlsson, Minister for Development Cooperation, Sweden; Wycliffe Ambetsa Oparanya, Minister of Planning, Kenya; Muhammed Asghar, President of the National University of Science and Technology of Pakistan; and Senator Cristovam Buarque of Brazil.

“In 2011 and so far in 2012, we have heard clear warnings from Nature that humanity is arrogantly pushing her boundaries, just as we have heard societies demanding human rights and justice, opportunities and decent jobs, affordable health care and energy access,” said Olav Kjorven, director of UNDP’s Bureau of Development Policy. “Responding successfully will require decision-makers from across the environmental, social and economic divides coming together to create the future we all want.”

Since 2007, DARA’s Humanitarian Response Index (HRI) has provided an independent assessment on how well donor governments apply the GHD Principles with the aim of improving the quality, effectiveness, transparency and accountability of governments’ aid. The HRI 2011 report indicates that government’s humanitarian aid budgets are not being maximised effectively to the detriment of vulnerable populations.

The fact that most of the crises analysed were predictable reveals the international community’s inability to address chronic vulnerability by strengthening resilience and increasing capacity for prevention and preparedness, as demonstrated by the famine in the Horn of Africa. By not linking relief to recovery and development, many previous efforts are undone. The HRI 2011 also found that gender – the focus of this year’s report- remains more of a political commitment than a practical reality. Other issues include the ongoing politicisation of humanitarian assistance and how it continues to deny millions access to aid.

Voyage en Inde du Sud avec Sotour et AEI

En collaboration avec l’agence de voyages Sotour, Aide à l’Enfance de l’Inde (AEI) organise du 12 au 27 mars 2013 un voyage à travers l’Inde du Sud.

Places visitées: Chennai – Kanchipuram – Mahabalipuram – Tiruchirapalli – Madurai – Kanyakumari – Kovalam – Allepey – Kumarakom – Kochi – Mysore – Bangalore

Le voyage permet aux participants de vivre l’Inde du Sud autrement: outre la visite d’attractions touristiques et culturelles de la région (le patrimoine culturel mondial à Mahabalipuram, les temples hindous à Madurai, le palais de Mysore, etc.) le programme du voyage prévoit également la visite de projets de développement soutenus par AEI : il s’agit d’une part d’un projet de développement visant surtout les femmes et les enfants dans plusieurs villages situés sur la côte est de l’Inde et dévastés par les vagues du tsunami en décembre 2004 ; d’autre part la visite d’une coopérative de femmes de pêcheurs au Kerala est prévue. Un troisième projet visité près de Kanyakumari à la pointe sud de l’Inde a pour objectif le renforcement des droits de l’enfant.

Deux ans après le terrible séisme qui a frappé le peuple haïtien, quels sont les enjeux qui s’imposent désormais à Haïti sur les chemins du développement. Du fatalisme à l’espoir, de l’assistance au partenariat, plusieurs personnalités ont discuté afin d’apporter des éléments de compréhension aux défis que connaît Haïti.

What leads to sustainable impact?

In the framework of the «Kapuscinski development lectures» initiative of the European Commission, Walter Fust, former Head of the Swiss Agency for Development Cooperation, will give a public lecture on Monday, 5 March, followed by a round table discussion.

The lecture is entitled “ Successful Development Cooperation – what leads to sustainable impact ?” What represents “successful” development aid? There are many ways to respond to this question depending on the priorities of donors or recipients, including impact, efficiency and effectiveness.

In Luxembourg, “sustainability” has been one of the main objectives of the development community and both governmental and non-governmental efforts have been fundamental to its attainment. Long-term support for fixed objectives are necessary to achieve sustainability, which refers to whether the benefits of an activity are likely to continue after donor funding has been withdrawn. Projects need to be environmentally, socially and economically sustainable.

Ambassador Walter Fust (see picture), former Head of the Swiss Agency for Development and Cooperation (SDC), was the CEO of the Global Humanitarian Forum in Geneva in 2008-2010. Mr. Fust is currently the President of the globethics.net initiative.

The lecture is hosted by the University of Luxembourg and it is part of the «Kapuscinski development lectures» initiative of the European Commission, the United Nations Development Programme. Experts from around the world deliver lectures on development and development cooperation at universities and think-tanks across the European Union.

The series“Kapuscinski development lectures” is named for Ryszard Kapuscinski, a Polish reporter and writer who covered developing countries. The project is funded by the European Commission.

Angesichts des fortschreitenden Klimawandels und des Artensterbens, der sozialen Spannungen und Verteilungskonflikte, könnten engagierte Umweltschützer und Menschenrechtsaktivisten in Zynismus oder Resignation verfallen.
Die Fixierung von manchen Zeitgenossen auf das Jahr 2012 als Weltuntergangsjahr steigert das Gefühl von Ohnmacht und degradiert den Menschen zum Zuschauer unabwendbarer Ereignisse. An der anderen Seite findet in diesem Jahr die Uno-Konferenz „Rio+20“ statt, zwanzig Jahre nach dem sogenannten „Erdgipfel“ von 1992. Doch momentan sieht es so aus, dass der Mensch sich selber ein großes Rätsel geworden ist, denn er kämpft nicht nur gegen die Natur, sondern gleichzeitig gegen sich selbst.
Michael Habecker schreibt in seinem 2011 erschienenen Buch „Wissen, Weisheit, Wirklichkeit“: „Menschenrechte, Demokratie, friedliche Konfliktlösungen, Gleichberechtigung und ökologisches Bewusstsein sind noch kein allgemeiner Standard auf unserem Planeten“. Die Neugestaltung einer besseren gemeinsamen Zukunft auf dieser Erde beruht auf der Erkenntnis, dass Selbst- und Weltfindung einen Zusammenhang bilden. Gesucht ist ein radikaler Sinneswandel für eine neue, umfassendere Perspektive auf die Gesamtheit des Lebens. Haben wir dafür eine funktionierende Strategie?
Der Referent geht diesen brandaktuellen Fragen nach und stellt eine Sichtweise auf die Natur und den Menschen vor, die diesen globalen Herausforderungen gerecht zu werden versucht.
