Médecins Sans Frontières Luxembourg and MSF International Office are looking for an International HR Data Analyst (f/m/x)

CONTEXT
Médecins Sans Frontières (MSF) is a leading international independent medical humanitarian organization, dedicated to providing expert medical care to vulnerable populations at times of armed conflict, epidemics, natural disasters and exclusion from healthcare. In over 70 countries worldwide, MSF provides both life-saving emergency care and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities. MSF’s aim is to provide impartial assistance, on the basis of need alone, regardless of ethnic origin, gender, creed or political affiliation. MSFmovement is composed by forty entities(6 Operational Centres, 21 Partners Section and 15 Branch Offices) whose missions can be managing humanitarian operations, providing operational support (including HR support to field mission), communication and awareness and fundraising. In 2019, MSF global workforce is composed by more than 64.000 individuals (45.000 Full Time Equivalent) working at field level (locally employed or international mobile staff) as well as at headquarter level. MSF Luxembourg is in charge of providing timely and accurate HR Data Analytics to the whole movement and is looking for a second HR Data Analyst to answer the growing need for HR data driven approach.

JOB PURPOSE
The main role of the International HR Data Analyst is touse data science to provide reliable indicators (and statistics) on the MSF global workforce. It has a direct impact in the design of the MSF priorities to attract, retain and develop talents.The ambition is to finalize the transition to automatized Business Intelligence processes allowing to deliver regular, diverse and online HR Analytics.

FUNCTIONAL INTERACTION
The International HR Data Analyst works closely with the HR Data Analyst currently in place and working part-time and a network of about thirty Data Focal Points or HR directors across the movement. S/he is under the supervision of Luxembourg HR manager and accountable to MSF International Office in Geneva.

KEY RESPONSIBILITIES

  • Acts as a focal point for the provision of International HR insights and guarantees data quality and coherence by proposing and implementing data control mechanisms, accurate calculations and adequate presentations.
  • Maintains a strong Data Focal Points network allowing to continuously improving the data quality.
  • Delivers yearly the main HR measures and indicators (for the International Financial Account), the International HR Indicators report and the Compensation & Benefits report.   • Manage expectations carrying out ad-hoc requests, comprehensive and predictive analysis on DEI, people behavior or staffing patterns (retention, attrition, professional and geographical mobility).
  • Streamlines and automates the existing processes to collect, organise and analyse data by using appropriate techniques.
  • Consolidates the global historical data base for international staff, including the development and improvement of queries and reports automatically generated. Builds additional data base for nationalstaff and headquarter staff enabling to capture the entire MSF global workforce.
  • Drive the collection of new data and the refinement of existing data sources.
  • Proposes a variety of visualization techniques from compelling dashboards to interactive maps by choosing the most adequate BI tools in line with the movement’s technical preferences.
  • Ensures that the maximum level of security is in place to guarantee personal data protection in line with GDPR recommendations.
  • Participates and contributes upon request to the building of MSF future data repository and/or future HRIS by bringing its expertise and recommendations regarding the use of data.

PROFILE OF THE CANDIDATE

  • Data-oriented mind-set with an advance degree in Business Administration, Math, Computer Science, Statistics, Finance, or any related field.
  • Workday experience in data design and ETL mapping, queries to complex and large databases.
  • Proficiency in MS Excel, Access, writing advanced SQL,data modeling, data mining, Power BI.
  • Comfortable mining of unstructured data, with the ability to transform data into a usable state using appropriate tools and techniques.
  • Proven analytical and quantitative ability and a passion for enabling decision makers to use data and metrics to back up assumptions, and complete root cause analyses.
  • Proactive and creative to develop solutions, flexible, service oriented including ability to translate technical aspects in layman’s terms.
  • Strong verbal and written communication and data presentation skills.
  • Good organizational and planning skills, excellent prioritization skills.
  • Strong team player, demonstrated ability to work effectively and collaborative environment.
  • Willing to work in an international, multidisciplinary and humanitarian environment.
  • High levels of integrity and discretion in handling confidential information.
  • Fluency in written and spoken English and French.

STATUS& CONDITIONS
1-year-contractbased in Luxembourg (with a possibleextension as undetermined contractafter 2021). Part-time position at 30 hours/week (with possible full-time after 2021). Starting date: ASAP in 2021. Minimum gross monthly salary for 30 hours / week: 3,245€ without seniority, over 12 months. 29 annual paid leaves. Medical insurance (including hospitalization) for the employee and her/his relatives. Lunch vouchers with a face value of 8,40€ (2/3coveredby MSF).
