Head of mission (m/f/d) – Ukraine Response (ref:3282)
For the projects of the International Aid of the Luxembourg Red Cross A.S.B.L. in Ukraine
on a 18-month CDD – renewable.
The position is based in Kyiv-city with field trip to Dnipro, Sumy and Kiev oblast only if security conditions permits. The projects consist of assistance to vulnerable, refugee, displaced and disaster-stricken populations, mainly in the areas of housing, sanitation and health.
JOB CONTEXT
LRC activities in Ukraine
LRC has been operating in Ukraine since 1992 and increase the response during the crises in 2014. Since 2015, LRC has an office in eastern Ukraine in Donetsk oblast, where we are implementing emergency and development actions with the aim of improving quality of life, promoting rights of vulnerable individuals, and to strengthening health infrastructures.
LRC’s current portfolio adopts an integrated and multi-sectoral approach which includes interventions centered on Shelter, WASH and Health. The operational context in Ukraine today is considered largely humanitarian/emergency while phasing in resilience programming.
The Luxembourg Red Cross is supporting the organizational development of URCS (at the headquarters and branch levels) in terms of logistics, communication and relief capacities, especially with regard to emergency shelters.
Our goal is to provide effective humanitarian assistance to people in need in Ukraine. LRC will continue to implement rehabilitation programs and distribute essential humanitarian items (food, health, hygiene and shelter) in the affected areas of the country, specifically in Kyiv, Sumy, Dnipro, Zaporijjia, Mykolavska, Luhansk and Donetsk regions, in coordination with URCS and ICRC.

The security situation in Ukraine is complex and volatile, which has a daily impact on the needs of humanitarian actors and their ability to access the field.
The Green-Response strategy
In order to protect the environment of our beneficiaries and to contribute to a positive peace, the AICRL is multiplying its climate mitigation approaches within its projects. Green Response is a Red Cross and Red Crescent Society’s own mechanism to mitigate the environmental footprint of its humanitarian projects. It also requires an evolution towards more eco-responsible and sustainable logistics.

Responsibilities:
Project management: identify the needs of the target populations and define projects, ensure the implementation, monitoring, evaluation and supervision of the projects;
Together with URCS, implement and further develop the LRC program strategy and assume the preparation of proposals and reports (internal and donors)
Introduce innovation and best practices to enhance program and operational performance
Administrative and financial management: ensuring financial supervision, quality control and monitoring of LRC supported programs in Ukraine, and provide regular progress reports to the LRC HQ
Logistical management: overseeing the logistics of the mission (tendering, ordering, stock management, etc.) and ensuring that procedures are followed
Resource management: ensuring the mobilization of all human and material resources required to achieve the operational objectives while respecting logistical, security and financial constraints; also, coordinating, supervising and supporting the teams (local and expatriate) with a view to capacity building
Security: analyzing the context and taking the necessary measures to adapt and respect security rules. LRC is under ICRC security umbrella.
Representation: representing the Luxembourg Red Cross towards URCS, ICRC, IFRC, other Movement partners and external stakeholders.
Partnership management and coordination:
Coordinating and cooperating with RCRC movement partners, lead and managing partnerships and other humanitarian actors
Flexibility and the willingness to adapt to changing circumstances is crucial in the Ukrainian context.
CANDIDATE PROFILE
Essential criteria (applications that do not meet these criteria will not be considered):
Education:
Master’s degree in Management or Engineering of infrastructure.
Experience:
At least 5 years of experience in the implementation of humanitarian or development projects.
Languages:
Excellent spoken and written communication skills in English, French is a plus.
Professional competency in reading and spoken Ukrainian/Russian
Data processing:
Excellent computer skills, in particular Word, Excel and Powerpoint. Tools such as PowerBI and Kobo is an advantage.
